Dear Sir / Madam,
I am writing to formally raise concerns regarding the apparent continuation of offshore survey and testing activities by
Star of the South in Victorian coastal waters, despite the apparent absence of an approved Environment Plan / Management Plan
or final environmental approval. My concern is not ideological, but procedural and regulatory.
It appears that Star of the South has been permitted to undertake marine surveying and testing activities during a period
of regulatory transition from 2021, while other offshore wind proponents are now clearly required to have approved management
plans in place prior to commencing such activities. This raises serious questions regarding consistency, transparency, and lawful authority.
Specifically, I respectfully request clarification on the following points:
What legal authority or approval allowed Star of the South to continue offshore survey and testing activities without an
approved Environment Plan or management licence?
Which regulator approved or authorised these activities, and under what legislative framework?
Were any transitional exemptions, administrative arrangements, or discretionary decisions applied specifically to Star of the South?
If so, why are these exemptions not being applied consistently to other offshore wind proponents?
What environmental safeguards were relied upon to ensure compliance with Commonwealth and/or State environmental law during this period?
Given the significant environmental sensitivity of the Gippsland and Ninety Mile Beach region, including protected marine
species, fisheries, and coastal communities. It is essential that offshore industrial activities are subject to clear, lawful,
and transparent approvals.
The lack of publicly available documentation outlining the approvals for these activities has contributed to community concern
and eroded confidence in the regulatory process.
I am therefore requesting:
Written confirmation of all approvals or authorisations relied upon by Star of the South to undertake offshore surveying;
An explanation of how these approvals align with current offshore wind regulatory requirements;
Confirmation that the same regulatory standards are being applied consistently to all proponents.
This correspondence should not be interpreted as an accusation, but rather a formal request for transparency and accountability in the administration of Australia’s offshore renewable energy framework.

I write on behalf of No Offshore Turbines - 90 Mile Beach regarding proposed offshore wind projects near RAAF Base East Sale.
Offshore wind turbines have been shown to interfere with radar systems, degrade aircraft detection, and compromise aviation safety. Placing large- scale turbines near a critical Defence training base presents an unacceptable risk to military operations, pilot safety, and surrounding communities.
These risks are real and well recognised internationally. People's safety and Defence capability are on the line.
We are calling for an immediate stop to offshore wind projects in this area, consistent with actions taken by the
United States Government where radar integrity and national security are at risk.
If projects cannot guarantee zero impact on Defence radar and flight safety, they must not proceed.
